For shooting through fences you need to be closer to the fence by the looks of it. Also you need light to come from the opposite side of the fence so the fence is in shadow to make it easier to shoot through, but seeing as it's night it's a bit more difficult with floodlights and stuff around!
Night shots are always difficult due to the lack of light but you seem to have got a good shutter speed to capture motion so you seem to be on the right track!
